Hutto serves as the General Counsel for the Department of Behavioral Health and Developmental Disabilities (BHDD) Office of Mental Health. In this role, she oversees the agency’s legal team and the BHDD Office of Mental Health Office of Risk Management. Prior to joining BHDD Office of Mental Health in 2019, Hutto served in various roles with the South Carolina Department of Public Health and Human Services including Deputy Director and Interim Chief Financial Officer. Hutto has experience in complex litigation including representing a class of more than 700,000 in federal court. Hutto also has experience in state courts, administrative courts, and federal bankruptcy courts. Hutto began her legal career as a health advocate for low income families and children at Central Florida Legal Services, the South Carolina Appleseed Legal Justice Center, and the Tennessee Justice Center.
Hutto holds a law degree from the University of North Carolina School of Law and a bachelor’s degree from the University of South Carolina. She is admitted to practice law in South Carolina and Florida.
